Troubled Waters: Costa Rica’s Río Pacuare was filmed on the premise that the people whose lives are most influenced by the Río Pacuare and those already impacted by dams should tell the story of their quest to achieve permanent protection for the river. During this 40 minute journey through the splendid river canyon and its riparian communities, key interviews with Cabecar Indians, whitewater boaters, politicians, activists, and energy company representatives illuminate the many issues surrounding the standoff between conservation initiatives and dam development on the Río Pacuare.
The documentary Troubled Waters: Costa Rica’s Río Pacuare, was featured in the Green Unplugged on-line film festival from June 2015-January 2016 and is available on the International Rivers website as a resource for river conservation advocates around the globe.
In 2016, the film proved influential in garnering a presidential decree for 25 years of no large dams on the Pacuare and Savegre Rivers. While Denielle was not able to travel to the event, she was interviewed by reporters.
This film is intended for use as an educational tool for college students to be used in conjunction with the assigned reading of “Central American integration through infrastructure development: a case study of Costa Rican hydropower.” Additional published readings on the topic are forthcoming.
